ASEAN事務総長　スリン・ピッスワン氏

- ASEANの概要、発足について

• アジアの国、個人、企業が持つ膨大な貯蓄を域内で投資、流動させるためにASEANがいかにプール的役割を担っていくか
• ASEAN国家間に存在するイデオロギー的、経済的差異をどのように取り込むか
• 関税以外の貿易障壁（通関プロセスのコスト等）をどう取り除いていくか　

その他、ASEAN統合の意義や日本の協力姿勢に関してご講演されました。

スリン・ピッスワン　Surin Pitsuwan　 ASEAN事務総長

米国ハーバード大学で政治学、中東研究で修士号及び博士号を取得。タイの英字紙the Nation、the Bangkok Postのコラムニストを1975年から1992年まで務める。1978年から83年までタマサート大学で政治学の教鞭をとる。　1992年から1995年まで外務副大臣、1997年から2001年まで外務大臣の職を務めた。外相職を退いた後は、国連などの国際機関の主要ポストを歴任。2008年、タイ政府及び他のASEAN加盟国の承認を得てASEAN事務総長に就任（任期は2008年－2012年）。　



He went to Harvard University where he received his M.A. and Ph.D. in 1974 and 1982 respectively, in the field of Political Science and Middle Eastern Studies.　He worked as a columnist for the Nation and the Bangkok Post from 1975-1992 and taught at the Faculty of Political Science at Thammasat University from 1978-1983. He was a Secretary to Deputy Minister of Interior, Deputy Minister for Foreign Affairs (1992-1995) and Minister of Foreign Affairs (1997 – 2001). Upon leaving the foreign affairs portfolio in mid-2001, he was a member of the Commission on Human Security of the United Nations until 2003. He was nominated by the Royal Thai Government and endorsed by ASEAN Leaders to be ASEAN Secretary-General for year 2008-2012.
